About IFC’s Middle East and North Africa Access to Finance Advisory Services
IFC Advisory Services in the Middle East and North Africa has been supporting regional efforts to develop financial infrastructure, build the capacities of commercial banks to provide financial services to SMEs, strengthen bank’s RM frameworks, increase the availability of microfinance, and expand the availability of affordable housing finance by developing robust primary and secondary residential mortgage markets.
About IFC’s Bank Advisory Services Program
IFC’s Bank Advisory Services Program in the Middle East and North Africa region is a program that functions under the Access to Finance Business Line. The objective of the program is to improve responsible access to finance for SMEs, including women-owned SMEs in countries where the banking sector does not adequately serve small businesses.
About the Project
The overall objective of this project is to improve the RM frameworks and internal capacity of 2 to 3 private banks across the region, which focuses primarily on commercial banking and the local small and medium enterprise sector. This project forms part of a larger institution capacity building program that IFC is engaged with many banks across MENA.
Specifically, the project will assist the banks through the deployment of a highly motivated IT Banking Specialist, with specific experience/knowledge of Information Technology solutions commonly deployed in retail and small and medium business finance.
Scope of work
Responsibilities include but are not limited to:
•Conduct a detailed IT banking in depth review of bank’s operations and the relevant data, IT system architecture that supports it, including: •Assessment of the core functionality status;
•Appropriateness of the IT architecture and recommendations on potential enhancements to improve operational performance;
•Assessment of current hardware and network infrastructure;
•Evaluation of IT strategy;
•Evaluation of the structure and skills capacity of the IT department to support sustainable SME Banking;
•Assessment of the functionality of front office systems, data capture, customer data storage, MIS and the efficacy of credit risk management processes.
•Conduct SWOT analyses and assist local IFC personnel with the design of advisory services projects on the IT banking side;
•Guide the client bank team in developing RFPs required for IT system enhancements. This is meant to support the bank in producing the necessary RFPs through general guidance.
Deliverables/Specific Output Expected from the Consultant
•A detailed in depth review / diagnostic report, that should include analysis on the current available systems, system architecture gaps, data structure and capturing mechanism and a roadmap for system enhancements,
•Summary diagnostic report and proposed action plan (ppt. presentation),
•Update of the Manual given processes already in place,
•Guide the client banks team through workshops on key principles for data and system architecture that would support an increased efficiency, business performance and risk management of the banking operations.
Qualification
•Technical expertise in the use of Information Technology solutions in retail and small business banking, including detailed knowledge of common products and tools, methodologies in developed and emerging markets (core banking platforms, credit scoring, collections, etc.);
•Strong familiarity with international best market practices and global trends in IT with respect to the banking sector and in particular SME banking;
•Strong client relationship management skills and ability to establish strong credibility among senior clients;
•Experience in banking/consulting and designing and managing country and region-wide IT banking advisory programs;
•Experience in designing and delivering IT banking advisory projects in emerging markets;
•Fluent English, both spoken and written; Arabic is desirable
•Ability to work effectively in multicultural teams, communicate ideas clearly and confidently, articulate issues and recommend solutions;
•Familiarity with IFC/WB technical assistance processes and procedures is an asset.
