Job Details:
The incumbent serves as a Financial Analyst responsible for providing technical advice and assistance on accounting, reporting and other fiscal matters to team members, customers, and management within and outside the agency.

Major duties of this position include:
*.Serving as the primary on-site point of contact for all financial matters, offering assistance and resolution.
*.Performing analysis and evaluation of available funds, with elevation to budget for increased funding when necessary.
*.Serving as financial analyst for all JPATS payments, to include personnel, internal USMS vendors, and external vendors.
*.Performing continuous monitoring, reviewing and analysis of open obligations, accounts payable, and disbursements to ensure compliance with applicable laws and regulations which require that existing indebtedness of the government be supported by properly authorized documentation.
*.Conducting reviews and studies of internal operations and accounting procedures to insure compliance with internal control requirements in accordance with Federal Managers Financial Integrity Act.
*.Preparing timely and accurate preparation and submission of financial management reports related to accounting operations using various financial reporting tools including but not limited to, CTA-Foss (aviation data-fuel I ramp I sanitary), Oracle Business Intelligence (OBEI), UFMS (United Financial Management System), Schedule Soft (aircraft crew rooster), JMIS (JPATS. Management Information System) Financials and BIERS (SAP Business Objects).

Participating in reviewing and evaluating proposed accounting and financial management operating policies and procedures.

Performing constant monitoring, research, and reconciliations between UFMS balances, financial reports and source documents to ensure there are no improper or incorrect transactions processed; and

Providing technical assistance in defining and solving unique and difficult financial management problems.
QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

Specialized Experience: You must have one year of specialized experience (equivalent to the GS-09 level in the federal service) that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include:
*.Preparing financial management reports using automated computer systems and programs;
*.Modifying or testing programs within financial/accounting systems;
*.Using government accounting systems as well as feeder systems which involve working capital funds;
*.Analyzing financial data to ensure accounting accuracy and compliance with Federal and Agency laws and regulations;
*.Analyzing financial data to create various management reports; and assisting with the development of financial policies and procedures...
