Job Details:
The programme manager will work as part of the Central Functions team within Compliance and Operational Risk Control (C&ORC). The candidate will report to the Strategic Change Initiatives Lead and will initially focus on helping to transition the Client Price Setting programme to 'run-the-bank' (full time to end-2015, transitioning to the 'run-the-bank' team through H1 2016) – after which the candidate will work within the wider Strategic Change Initiatives team - covering the C&ORC 'strategic portfolio', including Enquiries & Incidents Handling, Monitoring & Oversight, Pre-approvals, Conduct Risk and GSORI-16.
Description of Area
Compliance and Operational Risk Control (C&ORC) is an independent function providing oversight of the Compliance, Conduct and Operational Risks (so called 'consequential' risks) within the firm. This responsibility includes implementation of Client Price Setting programmes across the investment bank, pro-actively identifying and analysing risk and providing constructive challenge to achieve an appropriate balance between risk and return.
Description of team
• The Client Price Setting (CPS) Program consists of three sub-streams: i) Benchmark Submissions (Enhanced Risk Benchmark and Standard Risk Benchmark related remediation activity); ii) Residual Client Price Setting and iii) Index Administration (exit of UBS Index Administration operations).
• The C&ORC Strategic Change role will involve oversight over all strategic change programmes within C&ORC - including Enquiries & Incidents Handling, Monitoring & Oversight, Pre-approvals, Conduct Risk and GSORI-16.
• The team's accountability includes:
− Tracking and operational management of program scope, time and cost; Ensuring requirements have been identified; completion of all program management deliverables to the required level of quality within agreed timelines and cost
− Management of program quality and risks ensuring effective controls and early identification of potential issues
− Management of stakeholders and team members
Responsibilities
Through H1 2016:
• Lead and direct the Client Price Setting program team and coordinate the work effort ensuring efficient use of resources from consulting firms and internally within the organisation.
• Manage the risk of execution and change; track key program metrics, issues, risks and changes; produce transparent reporting to Operating Committee (OC) meetings. Formally record actions and decisions from OC meetings.
• Establish effective communication channels with stakeholders.
• Manage project financials and contracts with consulting firms.
• Help transition from 'change- the-bank' to 'run-the-bank'.
2016 et seq:
• Ensuring individual strategic change initiatives are aligned to C&ORC Target Operating Model (ToM) objectives and are adequately planned. The ToM defines how C&ORC will operate as a 2nd Line of Defense to ensure effectiveness, efficiency and business engagement.
• Providing strategic portfolio oversight: budget / resource demand management, delivery and benefits tracking.
• Risk, issue and dependency identification and resolution.
• Program management of strategic initiatives.
